A Proven Process for Congregational Membership and Leadership Development

Many congregations have solid pieces of a discipleship system—outreach events, Bible information classes, volunteer opportunities—but lack a clear, intentional process that moves people from first contact to fully engaged disciples and spiritual leaders. This breakout equips pastors and congregational leaders to design a customized “path of discipleship” for their unique ministry setting. Participants will learn how to develop a step-by-step system that includes outreach follow-up, relationship building, spiritual formation, member care, ministry involvement, and leadership development.

Rather than offering a one-size-fits-all program, this session presents a flexible framework grounded in core biblical principles and supported by practical planning tools. When congregations implement a defined discipleship pathway, they often experience clearer mission alignment, more consistent member engagement, and a stronger leadership pipeline. Whether you’re starting from scratch or refining an existing process, this session will help you take intentional steps to guide people from curiosity to commitment—and into lives of Christ-centered impact.

Assigned to start a new church (Water of Life) in Las Vegas in 1997, Rev. Matt Vogt served there for more than 20 years. His ministry in Las Vegas included daughtering a second congregation in northwest Las Vegas, training pastors for and assisting in starting both a Korean ministry and an African immigrant/refugee ministry, starting a preschool/kindergarten ministry, and doing exploratory mission work and Bible training in Liberia. Matt served for a number of years as chairman of the Arizona-California District Mission Board and as a member of the WELS Board for Home Missions. For the past eight years, Matt has served as a WELS mission counselor, working with five districts (South Central, Nebraska, Colorado, Pacific Northwest, and the western half of WELS Canada . . . Texas to Alaska!) and around 70 mission fields/congregations.

He and his wife, Kelli (a teacher), and their two boys, Noah (a senior at Wisconsin Lutheran Seminary) and Caleb (a construction project manager), still call Las Vegas home.
