A Game Plan for Every WELS Church

Outreach can’t be limited to a committee or an event on the calendar. For the gospel to reach more people, outreach must become part of a congregation’s culture—something that shapes the way members think, speak, and live. When outreach is embedded in the life of a church, it no longer feels like an obligation. It becomes a joy. A privilege. A natural expression of faith in Christ. But how does a church begin to build that kind of culture?

This session offers a clear, practical game plan that any WELS congregation can follow. It starts with casting a Spirit-driven vision and aligning leadership around that vision. It continues with engaging members in simple, sustainable ways that help them see their daily lives as mission fields. And it includes tools and systems that make outreach more consistent and effective over time. Participants will leave encouraged and equipped to help their church take meaningful steps toward a culture where outreach isn’t just something churches do—it’s who they are.

Rev. Caleb Free has served as pastor of Risen Savior in Lakewood Ranch, Fla., since 2016. Caleb is passionate about sharing the gospel, especially with those who are unfamiliar with its message. A graduate of Wisconsin Lutheran Seminary in 2013, he’s had the privilege of serving in Home Missions his entire ministry. Caleb and his wife, Kristin, have three children and enjoy family time, sports, and golf. His favorite Bible passage is Psalm 46:10: “Be still, and know that I am God.”
